Daniel Michael Andrews born 6 July 1972 is an Australian politician who has served as the 48th Premier of Victoria since December 2014 and as the leader of the Labor Party’s Victorian branch. Following his election, Andrews accelerated Victoria’s ties with the PRC. First, on his first overseas trip, he led a group of prominent Victorians to China and promised to send his entire cabinet there during his first term.

Looking at the enormous opportunities in tourism, education, and investment, his government signed a memorandum of understanding (MoU) with the Chinese government under the Belt and Road Initiative in October 2018 but kept the details secret until five weeks later.

The MoU calls for collaboration on facility connectivity, unrestricted trade, finance, people-to-people bonds, and the “Digital Silkroad.” Dialogue, joint research, pilot programs, knowledge sharing, and capacity building will be the forms of cooperation.
