Previously, he served in the United States House of Representatives from 1999 to 2005.

Toomey grew up in Providence, Rhode Island. He left the firm in 1990 after it was acquired to operate a restaurant in Allentown, Pennsylvania. Toomey began his political career in 1994 as a member of Allentown’s Government Study Commission, where he drafted legislation governing local taxation.
