Patrick J. Toomey Bio
Pat Toomey, full name Patrick Joseph Toomey (born November 17, 1961 in Providence, Rhode Island, United States), is an American politician who was elected to the United States Senate as a Republican in 2010 and took office the following year. Previously, he served in the United States House of Representatives from 1999 to 2005.
Toomey grew up in Providence, Rhode Island. He left the firm in 1990 after it was acquired to operate a restaurant in Allentown, Pennsylvania. Toomey began his political career in 1994 as a member of Allentown’s Government Study Commission, where he drafted legislation governing local taxation. He married Kris Duncan in 1997 and the couple went on to have three children.
Toomey was elected to the United States House of Representatives in 1998. He quickly established himself as a political and fiscal conservative after gaining government the following year. In 2004, he resigned from the House willingly, having vowed to serve just three terms. That year, he unsuccessfully attempted to oust Senator Arlen Specter in the Republican primary. In 2010, Toomey re-opposed Specter, who defected to the Democratic Party after falling behind in the polls but was defeated in that party’s primary. Toomey eventually challenged Joe Sestak in the general election and narrowly defeated him. In 2011, he was elected to the Senate.
Toomey was described as a moderate to conservative Republican who often voted with the party leadership during his tenure in Congress. He was particularly interested in economic and financial matters during his time in the Senate, particularly as they connected to his platform of limited government and deregulation of several sectors of the economy. In 2011, he sponsored a bill to balance the budget in ten years; despite widespread support, the bill did not become law. He also cosponsored a bill that gave states regulatory authority over fracking, rather than the federal government.
The House of Representatives is one of the two chambers of the bicameral United States Congress, created by the United States Constitution in 1789.
The House of Representatives and the United States Senate each have equal legislative authority. As envisioned by the Constitution’s framers, the House intended to embody popular will, with members elected directly by the people. In comparison, Senate members were appointed by the states until the Seventeenth Amendment (1913) allowed direct election of senators.
Seats are allocated based on population within states, and membership is reapportioned every ten years in conjunction with the decennial census. Members of the House of Representatives are elected to two-year terms from single-member districts with roughly equal population. The constitutional qualifications for House membership are a minimum age of 25 years, seven years of citizenship in the United States, and domicile in the state from which the member is elected, though he does not have to reside in the area he represents.
Originally, the House of Representatives consisted of 59 members. The number increased after North Carolina and Rhode Island ratified the Constitution in 1790; the first Congress (1789–91) adjourned with 65 representatives. By 1912, membership stood at 435. After the accession of Alaska and Hawaii as states in 1959, two additional representatives were added briefly, but at the following legislative apportionment, membership restored to 435, the amount authorised by a 1941 legislation.
