Shelley Moore Capito Bio

Shelley Moore Capito, née Shelley Wellons Moore (born November 26, 1953 in Glen Dale, West Virginia, United States), is an American politician who was elected to the United States Senate as a Republican in 2014 and took office the following year. She was the state’s first female senator. Capito formerly served in the House of Representatives of the United States of America (2001–15).

She was born in a small village near Wheeling, West Virginia, the daughter of Arch Moore, the state’s three-term governor who was imprisoned for corruption. She got a bachelor’s degree in zoology from Duke University in 1975 and a master’s degree in education from the University of Virginia in 1976. She worked as a career counsellor at West Virginia State College (now West Virginia State University) for several years and married Charles L. Capito shortly thereafter; the pair had three children.

Capito began her political career as a member of the West Virginia House of Delegates in 1996. She was in office from 1997 to 2001. In 2000, she was elected to the United States House of Representatives. Capito earned a reputation as a moderate after gaining office the next year. Later, the Republican Party’s Tea Party wing condemned her support for various federal programmes, while liberals chastised her hostility to the Environmental Protection Agency and her advocacy of the coal industry, a vital part of her state’s economy. Capito shepherded complicated financial rules to the House floor as a member of the House Financial Services Committee and chair of the Financial Institutions and Consumer Credit Subcommittee. She was particularly concerned with traffic safety and sponsored legislation addressing problems like as tax reform and mortgage borrowers’ privacy rights. Capito was handily elected to the Senate in 2014. The next year, she was elected to office.

The House of Representatives and the United States Senate each have equal legislative authority. As envisioned by the Constitution’s framers, the House intended to embody popular will, with members elected directly by the people. In comparison, Senate members were appointed by the states until the Seventeenth Amendment (1913) allowed direct election of senators.

Seats are allocated based on population within states, and membership is reapportioned every ten years in conjunction with the decennial census. Members of the House of Representatives are elected to two-year terms from single-member districts with roughly equal population. The constitutional qualifications for House membership are a minimum age of 25 years, seven years of citizenship in the United States, and domicile in the state from which the member is elected, though he does not have to reside in the area he represents. Originally, the House of Representatives consisted of 59 members. The number increased after North Carolina and Rhode Island ratified the Constitution in 1790; the first Congress (1789–91) adjourned with 65 representatives. By 1912, membership stood at 435. After the accession of Alaska and Hawaii as states in 1959, two additional representatives were added briefly, but at the following legislative apportionment, membership restored to 435, the amount authorised by a 1941 legislation.

The Constitution empowers the House of Representatives with some exclusive authorities, including the authority to commence impeachment proceedings and to introduce revenue bills. The House of Representatives’ organisation and character have changed in response to the influence of political parties, which provide a mechanism for controlling proceedings and mobilising the required majority. Party leaders, such as the House speaker and majority and minority leaders, are critical to the institution’s operation. However, party discipline (i.e., the tendency of all members of a political party to vote in the same way) has not always been strong, in part because members, who must be reelected every two years, frequently vote in their districts’ interests rather than their political party’s when the two diverge.

Another defining feature of the House organisation is the committee system, which divides the membership into specialised groups for the purpose of holding hearings, preparing measures for House consideration, and controlling House procedure. Each committee is chaired by a majority party member. Almost all bills are referred to a committee first, and the entire House generally cannot act on a bill until the committee has “reported” it to the floor for consideration. There are around twenty standing (permanent) committees, most of which are organised around major subject topics and each of which has its own staff, budget, and subcommittees. They may hold hearings on matters of public interest, introduce bills or resolutions that have not been formally introduced, and conduct investigations. Among the most influential standing committees are those on appropriations, ways and means (which deals with financial problems), and rules. Additionally, there are select and special committees, which are often appointed for the duration of a certain project.
