Tagliabue narrowed the potential new franchise locations down to three: Cleveland, Houston, and Los Angeles. When the Browns departed Cleveland in 1995, Tagliabue assured the city that it would get an NFL club, and in 1998, he made good on that promise by announcing that Cleveland would become the NFL’s 31st team. Despite the fact that it was expected that a team would relocate to Cleveland in order to keep the NFL at 30 teams, Patterson was relieved to learn that the Cleveland Browns would once again have their own team in the 1998 season, and Tagliabue announced his intention to add a 32nd team to either Houston, Los Angeles, or Toronto.
