Jeanne Shaheen Bio

Cynthia Jeanne Shaheen (born January 28, 1947) is an American politician and former educator who has represented New Hampshire in the United States Senate since 2009. She is the first female senator from New Hampshire, the first female governor of the state, and the first woman elected as both a governor and a senator, with Maggie Hassan, the junior senator from New Hampshire and former governor of the state, being the second woman to hold both positions.

Shaheen was elected governor of New Hampshire in 1996 and again in 1998 and 2000 after spending two years in the New Hampshire Senate. She ran for the United States Senate against Republican nominee John E. Sununu in 2002, but lost. She was the Director of the Harvard Institute of Politics until quitting to run for the United States Senate in 2008, beating Sununu in a rematch. She has served in Congress since 2009 as the dean of New Hampshire’s congressional delegation.

She worked on many campaigns as a Democrat, including Jimmy Carter’s 1976 presidential campaign and Gary Hart’s 1984 campaign in New Hampshire, before running for government in 1990 and was elected to the state Senate for the 21st district. In 1996, she was elected governor of New Hampshire and was re-elected in 1998 and 2000. Shaheen succeeded former U.S. Representative and Secretary of Agriculture Dan Glickman as head of Harvard’s Institute of Politics in April 2005.

Following the retirement of Republican Governor Steve Merrill, Shaheen decided to run for governor of New Hampshire. Ovide M. Lamontagne, then-chairman of the State Board of Education, was her opponent in 1996. Shaheen portrayed herself as a centrist. She reportedly focused on school budget concerns and promised to extend kindergarten, according to a PBS feature. She beat Lamontagne by a score of 57 to 40 percent. [Shaheen was New Hampshire’s first female governor. (However, she was not the first woman to serve as governor of New Hampshire; Vesta M.

Roy served as interim governor from December 30, 1982 to January 6, 1983.)She was re-elected in 1998 with a 66 percent to 31 percent majority. Shaheen pledged not to raise taxes in 1996 and 1998. “Her government created a proposal that would have boosted school expenditure and imposed a statewide property tax” after a court decision that prevented education from being primarily financed by municipal taxes. When Shaheen ran for a third term in 2000, she refused to reaffirm her commitment against additional taxes, becoming the first governor in New Hampshire in 38 years to win an election without it.

Shaheen’s favoured answer to the school finance crisis was to authorise video gambling at state racetracks, a plan that the state legislature consistently rejected. Shaheen backed Al Gore in the Democratic presidential primaries in New Hampshire in 2000, and her husband worked as Gore’s New Hampshire campaign manager. According to the New York Observer, the Shaheens were instrumental in Gore’s close victory over Bill Bradley in the New Hampshire primary.

Then-Indiana Senator Evan Bayh, then-North Carolina Senator John Edwards, then-House Minority Leader Dick Gephardt, then-Massachusetts Senator John Kerry, and then-Connecticut Senator Joe Lieberman were among Gore’s short list of prospective vice presidential choices. In response to rumours that she had been chosen, Shaheen stated that she was not interested in the position. Shaheen would defeat Sununu in the 2008 Senate election (54–38), according to a survey released by UNH, CNN, and WMUR in early July 2007. Other Democratic contenders did not have such a large lead, leading many to feel Shaheen was the strongest option to defeat Sununu.

Shaheen met with Senate Majority Leader Harry Reid (D-Nevada) and Democratic Senatorial Campaign Committee Chairman Chuck Schumer (D-New York) in April 2007 to discuss a candidacy for the Senate. Both stated that if she run, she would have substantial support within the DSCC. Shaheen declared her candidacy on September 14, 2007. She officially began her candidacy on September 15 at her home in Madbury, New Hampshire. EMILY’s List supported her on September 21. In 2014, Shaheen faced former Massachusetts Senator Scott Brown in a reelection bid.

Brown stated in March 2014 that he was creating an exploratory committee to run against Shaheen. “Granite State Republicans are labelling US Senator Jeanne Shaheen a hypocrite for asking possible GOP opponent and former US Senator Scott Brown to keep “outside” money out of the campaign as she fills the Democratic war chest on the West Coast,” according to the Boston Herald. Brown attacked Shaheen during the campaign for being a “rubber stamp” for President Obama and failing to represent New Hampshire people’ best interests. Shaheen had never published her tax returns in her 18 years of public service in New Hampshire, according to WMUR in June 2014. Shaheen stated that she would not rule out unleashing her returns if her opponent did it first.

Emily’s List supported her once more. Even though her party lost control of the Senate, Shaheen was re-elected with 51 percent of the vote against Brown’s 48 percent on election night. Shaheen is just the second Democrat in the state’s history to win two terms in the Senate, a testament to how Republican New Hampshire used to be. Shaheen was re-elected in 2020 with 56.7 percent of the vote, compared to 40.9 percent for Republican opponent Corky Messner.
