On September 28, 1958, Manfred was born in Rome, New York. He used to play baseball, golf, and tennis as a kid, but by the eighth grade he decided to concentrate on tennis, which he did all the way through college at Le Moyne. He graduated from Rome Free Academy in 1976. From 1976 to 1978, Manfred attended Le Moyne College before moving to Cornell University. In 1980, he received his Bachelor of Science from Cornell’s School of Industrial and Labor Relations, and in 1983, after serving as an editor for the Harvard Law Review, he graduated with his Juris Doctor from Harvard Law School.
After finishing law school, Manfred worked as a clerk for Judge Joseph L. Tauro of the United States District Court for the District of Massachusetts from 1983 to 1984. Later, he joined Morgan, Lewis & Bockius, a legal firm, where he practised labour and employment law.
