Richter was born in Grand Rapids, Michigan, to Glenda Swanson (née Palmer), a kitchen cabinet designer, and Laurence R. Richter, a former professor of Russian at Indiana University. Richter grew up in the Yorkville, Illinois area. He received his high school diploma from Yorkville High School in 1984 when he was crowned Prom King. When he was four years old, his parents split, and his father eventually came out as gay. Richter is of mixed Swedish and German ancestry. His father, who was born in Grand Rapids, Michigan, was a professor at Grand Valley State University. From 1994 to 2019, Richter was married to comedy actor and writer/author Sarah Thyre.
